The hypocrisy deepens: attorneys Bill Schmidt and Sidney Patin both operated law practices from their CVHOA homes while simultaneously serving on the board and enforcing rules against other homeowners' businesses. CRS ยง38-33.3-106.7 requires HOAs to permit qualifying home businesses.
Board minutes show a persistent focus on weeds along Rockrimmon Boulevard โ the community's most visible street โ while identical conditions on interior streets received no attention. One homeowner noted: "People are speeding through the area at well over the posted speed limit but the board wants to worry about the weeds."
The board adopted at least four separate parking resolutions (2016, 2018, 2019, 2021) โ each creating new rules without a homeowner vote. Repeat violator addresses appeared in minutes month after month without consistent escalation, suggesting enforcement was personality-driven rather than policy-driven.
When a board member suggested the HOA should help community members in need, the response was that the HOA "can't spend on individuals." Yet contractor Frank Barber performed work that primarily benefited a former board member's adjacent property โ apparently without the same restriction applying.
